
There are an estimated 60,000 individuals in the UK who face a complex interaction of problems in the areas of homelessness, mental health, substance misuse and the criminal justice system, among other issues. They are likely to be chaotic users of multiple services or may be excluded from mainstream support, and they often make heavy use of emergency services such as the police and A&E.
Looking Up will be an organisation uniquely capable of facilitating relationship-led, community-based solutions to the often intractable and costly problems presented by people with multiple needs. The design will be built around:
• A consistent, trusted adult to lead work with each individual or family
• The use of individual budgets
• More effective use of resources from the public, voluntary and private sectors
